When water backs up at the roof edge
Asphalt shingles shed water that runs down and off. They are not built to hold back water that pools against them or works its way backward under the bottom course.
Water that gets under that edge can travel along the decking before it shows up anywhere visible, which is why the stain on a ceiling is often nowhere near the actual entry point.
Fascia and the roof edge
The fascia board supports the gutter and closes off the edge of the roof decking. Repeated overflow softens it, and a softened board cannot hold a loaded gutter.
When a gutter pulls away, it leaves a gap at the roof edge where wind-driven rain reaches the decking directly. At that point a gutter problem has become a roof problem.
Decking damage is the part you cannot see
Plywood and oriented strand board hold up for a while when they get wet, then delaminate. Because the damage is under the shingles, it is usually found during a repair rather than before one.
Roofing manufacturers generally expect the drainage system to be maintained. Keeping the gutters clear is the routine part of protecting the roof above them.
